Who is at the empty tomb of Jesus? Obviously not Jesus, but there are quite a few people who come. There are female disciples, angels, Peter, and John but not all of them are named in every account. John's gospel is particularly sparse. Most likely, he is keeping the focus on Mary Magdalene, Peter, and John with their eyewitness. Mary comes to see that Jesus is not there, so she runs into Jerusalem (probably missing the angels who appeared to the other women at the tomb) to fetch Peter and John, two of the most prominent disciples. They run back to the tomb (probably missing the women who left the tomb after seeing the angels) with John giving the jibe to Peter that he got there much faster. They move through seeing the emptiness superficially to spiritually knowing there is something else going on here, even if they don't fully understand the resurrection just yet.
