Windows 11 Dev build 23403 and what's new - Dev Channel, rebooted

The Dev Channel has been rebooted in a new build range - here's build 23403. New features are here including recommended content in File Explorer for AAD joined devices (38664959, 40064642, 41070380) as part of the upcoming File Explorer redesign. There are also new access keys in XAML File Explorer context menus (39696859) - one key shortcuts for certain actions. Some features from the original Dev Channel are also here including a VPN indicator on the taskbar, live captions in more languages, seconds in the system tray clock and more.
