Why Does DCF Enter A Decision of “Substantiated Concern” After an Investigation in Massachusetts?

Why does DCF enter a decision of substantiated concern after a 51B investigation in Massachusetts? DCF at times may be unsure about the truth. May also be concerned enough about the family that they feel as though more time is warranted than the non-emergency 15-day investigation, which is basically a snapshot. They want to make sure that the family is doing well, they have the proper services, and therefore the children are doing well. So they'll file a substantiated concern. An example of this, I recently had a case where a father had a problem with alcohol and it was alleged that he had left the children home. Well, after interviewing the children, DCF found that the children were not left at home alone, that father went out to the car to make phone calls so he didn't have to talk in front of his kids who were in the house. So he literally was in the driveway. He never left. Also, the issue of what is alcohol. Father was seeking proper alcohol treatment and he was going to an outpatient program, doing the right thing, but DCF still had some concerns so they kept the case open, supported a substantiated concern. The investigation went amicably and as the assessment wound down, so did that. The father continued to do the right thing and we approached DCF who we believe will unsupported and did unsupported with the proper evidence. We turned the negative of being involved substantiated concern into a positive. By working with the department in the spirit of cooperation getting the department to correct records, we got a pediatrician of the school, as well as dad's alcohol records, his attendance with his therapist, and all the other collaterals to show DCF father had done the right thing. DCF did the right thing, and everybody went home happy.
