Rep. Berkes talks about growing up in Philadelphia in the 1930s, his service in the Army during WWII, and being a teacher in Philadelphia. Rep. Berkes also talks about being elected to local politics, and acting as campaign manager for friend and author, James A. Mitchner, who ran for Congress in 1964. Rep. Berkes discusses his own campaign for the House, his work in Gov. Shapp’s Administration post-House, and his work with Offender Aid and Restoration in Philadelphia. Rep. Berkes talks fondly about Speaker Herb Fineman and Jim Gallagher, being a part time legislator, his district, and shares many stories about his time in the House including legislative involvement in the PA Drug and Alcohol Control Acts, the Crime Victim’s Compensation Act, and being on the Special Commission for Narcotics.
