(9 Sep 1997) English/Nat President Clinton says America should not be afraid to trade with the rest of the world. And he's urging Congress to help him boost trade efforts with nations in Latin America and Asia, and in particular China. Trade is high on the list for the president, back from a three-week holiday, and ready to lay out his policy goals for the remainder of 1997. SUGGESTED VOICE OVER: It was back to business for President Bill Clinton on Tuesday, fresh from a 3-week vacation. And he chose the hometown crowd of Washington DC's American University to make his case for the Clinton agenda. SOUNDBITE: (English) "We have benefitted for 60 years by leading the way to integrate the world's economies. And that will promote peace; it will promote freedom; it will promote stability; it will raise the level of living standards in other parts of the world even as it maintains America as the world's most prosperous nation." SUPER CAPTION: President Bill Clinton The president used the speech to encourage stronger trading links with Latin America and Asia. And he singled out China as an important partner for the future. SOUNDBITE: (English) "We want a China that works with us to build a secure and prosperous future. China will choose its own destiny. But if we engage China instead of isolating ourselves from her, we can help to influence the path it takes." SUPER CAPTION: President Bill Clinton President Clinton highlighted trade as a key policy issue during his speech. He admitted the policy would be a tough sell to Congress, but he stressed that legislators should not back down from the challenge. SOUNDBITE: (English) "Sitting down together across the table is far more likely to produce progress than pointing fingers across the Pacific. So when President Jiang comes here, I hope the American people will welcome him and will say, "Yes, we have things that we disagree with you about. But you represent a quarter of the world's people, a large measure of the world's future, and your people and our people will be better off if we find a way to forge that future together'." SUPER CAPTION: President Bill Clinton. Clinton also said he would seek congressional approval for "fast-track" authority to negotiate new trade agreements with foreign governments.
