On April 17, 1961, President John F. Kennedy was in white tie and tails at a congressional reception in the East Room of the White House when an aide handed him a note that would define his presidency. Drawing on the CIA Inspector General Report declassified in 1998, the Taylor Commission investigation, Arthur Schlesinger's firsthand account in A Thousand Days, Operation Zapata files, and Kennedy White House tapes, this documentary examines why CIA Director Allen Dulles and Deputy Director Richard Bissell designed an invasion plan they knew would fail without direct American military support, how they deliberately concealed this fatal flaw from a president who had been in office for only 87 days, why the CIA's real strategy was to force Kennedy into sending the Marines once the Cuban exile brigade was trapped on the beaches, how Kennedy recognized the trap and refused to escalate despite 1,400 men fighting for their lives 90 miles from Florida, and what the consequences of that decision meant for the Cold War when Nikita Khrushchev concluded that the young American president could be broken. The story reveals how the institution created to protect the president from disaster became the institution manufacturing it—and why Kennedy's most important decision was the one word he was never supposed to say: no.
