For the first time in its history, Bangladesh is preparing to transition from a single-chamber parliament to a bicameral system. After a national referendum approved the reform, a 180-day countdown has begun to establish a new Upper House alongside the existing Jatiya Sangsad. This change marks one of the most significant constitutional transformations since independence, raising a fundamental question: will a second chamber strengthen democracy—or complicate governance? Until now, Bangladesh operated under a unicameral system, where one parliament held nearly all legislative power. This structure allowed faster decision-making but also created risks. When one party held a majority, it effectively controlled the entire legislative process. Ultimately, the success of Bangladesh’s bicameral system will depend not on structure alone, but on political integrity and institutional independence.
