Body Cam Video Showing Parents Caught Trash Dumping Red Handed. On July 1, 2024, at approximately 1549 hours, Officer Chris Lugg with the Florida Fish and Wildlife Conservation Commission was on uniformed patrol in a marked vehicle on Gulf Beach Highway in Escambia County. Traveling westbound, Officer Lugg observed a U-Haul branded rental truck as he passed Wayne Avenue. Officer Lugg turned onto Wayne Avenue, where he approached the vehicle. He observed a female driver in the front seat and a male standing in the truck bed. In the truck bed, he noticed a large black trash bag tied with broken mirror pieces sticking out from the top and another large black trash bag, ripped open on its side, containing Pokémon cards, playing cards, and household garbage. The contents remained within the bag rather than spilling out, suggesting they hadn’t been loosely thrown into the truck bed. Upon speaking with the male in the truck bed, Officer Lugg asked why the bag was ripped open if they were taking it to the dump. The male responded that they had cleaned out their RV at home. When asked about extra trash bags for picking up the roadside litter, the male stated that the female driver had initially spotted the trash and decided to stop to pick it up. When questioned about the destination for the trash in the truck bed, the male indicated they were heading to a dump, specifically the Perdido Landfill, although the female stated they were taking it to the male’s father’s house. Officer Lugg also questioned why the male was standing in the truck bed when Officer Lugg arrived, to which he replied that he was "making room" by moving items around. Observing the black trash bag's contents, which resembled the trash scattered on the roadside, Officer Lugg inferred that the items on the road likely came from the vehicle. He noted white bags of trash inside the open black trash bag in the truck bed, similar to approximately five white bags freshly laid on vegetation in the ditch. These bags, along with a child’s blanket and paper items, remained mostly dry despite recent rainfall, indicating they hadn’t been there long. Further inspection revealed more Pokémon cards and playing cards within the bags of trash, matching those found in the truck bed and alongside the roadway. The broken mirror pieces also resembled items seen in the truck bed. At one point, the male suggested that the female may have been responsible for the trash. Officer Lugg reminded him that they were traveling together, to which the male responded ambiguously, indicating they didn’t always ride together. Officer Lugg issued a citation to both individuals, explaining the requirements. He assisted in picking up the trash from the ditch, while the male loaded it back into the truck bed. Refusing Officer Lugg’s offer of gloves, the male then drove to a nearby gas station, where he paid to use a Circle K dumpster to dispose of the trash.
