The Board of Public Service is defined by Article XIII of the City Charter. By Charter, the Board of Public Service has authority over "permits for use of public places", for "permits for private businesses...as provided by ordinance", "grants and dedications of property", "establishment of (road) grades", and "City engineering, construction, and re-construction". The Board of Public Service is comprised of the Board President and the Directors of these City Departments: President - Richard T. Bradley, P.E. Health - Pamela Rice Walker, MPA, CPHA, Acting Director Human Services - William Siedhoff, Director Parks, Recreation, and Forestry - Gary D. Bess, Director Public Safety - Richard Gray, Director Public Utilities - Curtis B. Skouby, P.E., Director Streets - Todd Waelterman, Director The business of the Board is managed by the Board Secretary, Cherise Thomas.
