(13 Mar 2026) RESTRICTION SUMMARY: ASSOCIATED PRESS Paris - 13 March 2026 1. Mid of French President Emmanuel Macron and President of Ukraine Volodymyr Zelenskyy arriving 2. SOUNDBITE (Ukrainian) Volodymyr Zelenskyy, President of Ukraine: "It is important to continue to pressure Russia for the sake of real security and lasting peace. In order to achieve real security and lasting peace, we must overcome the blocking of the 20th package of EU sanctions on Russia. Emmanuel (Macron) has already said this. Especially against the backdrop of the U.S. decision to partially ease sanctions on Russian oil that is currently on tankers at sea. This easing alone by the United States could provide Russia with about $10 billion for the war. This certainly does not help peace. And therefore, the determination of the European Union, the determination of other partners in the world, must now be maintained, must work so that Russia does not have additional illusions. Russia must end this war. And I am grateful to everyone who is helping us with this." 3. Wide of Macron and Zelenskyy 4. SOUNDBITE (Ukrainian) Volodymyr Zelenskyy, President of Ukraine: "I believe that lifting sanctions will, in any case, lead to a strengthening of Russia’s position. It spends the money from energy sales on weapons, and all of this is then used against us. We hear signals that this is meant to stabilize the situation, but in my view the logic is completely different. The reality is that Russia spends this money on weapons—primarily on drones, which are being used massively against Ukrainians. And as we already see from intelligence reports, these same drones are also being used against Iran’s neighbours, countries in the Middle East, as well as against Europeans and Americans whose forces are present at various bases there. Therefore, ultimately lifting sanctions only so that more drones will later be flying at you is, in my opinion, not the right decision." 5. Wide press conference STORYLINE: Ukraine's President said Friday the U.S. easing sanctions on Russian oil was not "the right decision." "This easing alone by the United States could provide Russia with about $10 billion for the war. This certainly does not help peace," Volodymyr Zelenskyy said at a press conference in Paris alongside French President Emmanuel Macron. On Thursday, the U.S. Treasury Department announced that it would free up Russian oil stranded on tankers at sea due to U.S. sanctions for its war on Ukraine, granting a license to waive those sanctions for a month. The Treasury Department allowed India to keep buying crude oil and petroleum products from Russia until April 4. Last week, analysts estimated there were about 125 million barrels loaded on tankers at sea. "I believe that lifting sanctions will, in any case, lead to a strengthening of Russia’s position," Zelenskyy told the press. "The reality is that Russia spends this money on weapons—primarily on drones, which are being used massively against Ukrainians," he added. U.S.-mediated talks seeking to stop Europe’s biggest conflict since World War II are on hold due to the Iran war, though they could resume next week, according to the Ukrainian leader. =========================================================== Clients are reminded to adhere to all listed restrictions and to check the terms of their licence agreements.
