The foot needs to play opposite roles: it needs to be supple and flexible during initial contact (heel strike), and it needs to act rigidly as a lever to transmit force into the ground for push-off. Plantar fascia plays a vital role in maintaining the medial longitudinal arch of the foot during movement. The Windlass Mechanism - pulley system of winding up the foot like a spring to make it appropriately stiff (rigid if you like) for better push-off. If you dorsiflex (extend) the 1st MTP joint, you create a bowstring on the plantar fascia at the bottom of the medial longitudinal arch.
