Harbor-UCLA Medical Center near Torrance, one of five trauma centers in Los Angeles County, has begun a $1. 6 billion upgrade that will include a new 468, 000-square-foot inpatient tower and 198, 000-square-foot outpatient building, dramatically reshaping the antiquated facility and improving patient care. Demolition of World War II-era barracks on the hospital’s campus is already underway and the project is slated to be “substantially completed” by mid-2027. The improvement project was “much-needed, ” said Harbor-UCLA CEO Dr. Anish Mahajan, and is expected to “significantly enhance the quality of care” provided to residents of the South Bay and surrounding areas.“This necessary upgrade to our facility will advance our mission to put patients first, ” Mahajan said in a press release, “and provide exceptional patient-centered care with the compassion and respect we would want for our loved ones, regardless of the ability to pay. ”The new inpatient building will have 346 beds, including 36 designated for patients needing psychiatric care. It will also house a new emergency department for psychiatric patients and a rooftop helicopter landing pad. A 17, 000-square-foot connector will run between the new inpatient building and existing surgical and emergency building. A 381, 000-square-foot parking structure and two new surface parking lots will also be part of the outpatient building project, as is a 197, 000-square-foot support building. Other new ancillary structures in the overall upgrade will include a pair of utility support buildings, a 24, 000-square-foot facilities and information technology building, and a warehouse. Other existing surface parking lots will also be expanded. The medical center, which dates to 1946 and sits in the unincorporated county area of West Carson, between the cities of Torrance and Carson, will remain operational throughout the construction project. The county Board of Supervisors approved the project earlier this month, although it grew out of a master plan for the campus that was completed in 2012 and called for an overhaul of the entire tract, notorious for a lack of parking and obsolete, termite-infested buildings. The upgrade will allow outpatient clinics scattered across the campus to consolidate into a single building, reducing costs and improving efficiency and patient care, according to a report issued in conjunction with the supervisors’ meeting. The new buildings are also expected to help Harbor-UCLA Medical Center comply with a state law requiring hospitals to strengthen or erect new buildings in preparation for a major earthquake. It is the last of the four county-owned hospitals yet to complete that work, although major seismic retrofits have occurred in the past on existing buildings. The cost of the project grew to $2 billion earlier this year, before reductions in its scope and other cost savings were found, bringing it down to about $1. 64 billion.
