In response, the Pentagon announced it would reassign about 200 troops from the California National Guard to Portland instead. Protests escalate around ICE facility On October 4, hundreds of protesters marched from Elizabeth Caruthers Park to the ICE facility. Federal agents responded by firing tear gas, smoke canisters, and pepper balls to disperse the crowd, making at least seven arrests near the facility. The Portland Police Bureau (PPB) also reports some arrests in surrounding protests. City police involvement & monitoring The PPB has been actively monitoring protests using “Incident Command Teams,” liaison officers, rapid response teams, and sound trucks to issue crowd instructions. On October 9, two individuals were arrested during protest activity in the South Waterfront area near the ICE facility. Controversial detention of U.S. citizen On October 2, Francisco Miranda, a U.S. citizen, was detained by plainclothes agents outside his Portland workplace, taken to the ICE building, held for several hours, and later released. His detention has drawn accusations of wrongdoing and raised concerns about overreach. Protests using satire & humor Activists have been deliberately countering the narrative of violent chaos by using humor and theatrical protest tactics. Examples include wearing costumes (e.g. a protester dressing as a frog) and producing AI‑generated protest songs as a form of satire. Some planned protests have had intentionally whimsical elements (e.g. “board games protest”) to emphasize nonviolence and undermine claims that the city is in crisis. Land use violation claims against ICE facility The city of Portland is considering issuing a land-use violation notice to the city’s ICE facility, accusing it of holding individuals beyond what its conditional permit allows (e.g., detaining people overnight or beyond 12 hours).
