Body cam Video of Registered Nurse Claiming her husband isn't drunk. On June 22, 2024, at approximately 1714 hours, while patrolling the waters of the Homosassa River in Citrus County, Florida, police officers observed a pontoon boat entering the Manatee Idle Speed Zone, continuing to violate the idle speed and causing a wake behind the vessel. The police activated emergency blue lights to initiate a stop to address the violation and conduct a boating safety inspection. The officer’s body cam recorded the entire interaction as they approached the vessel. Upon arrival, police observed a white male operating the boat, later identified as the defendant. There were seven other occupants on the vessel at the time, all captured on the officer’s body cam. The police explained the reason for the stop and requested the necessary vessel safety equipment. Body cam footage showed the operator displaying multiple signs of impairment, including glossy, bloodshot eyes, sunburned skin, miscounting personal flotation devices, difficulty with dexterity while retrieving his driver's license, and needing multiple reminders to produce the required safety equipment. The operator was asked to board the police vessel to conduct Seated Field Sobriety Tasks, to which he agreed. The officer’s body cam documented the process, beginning at 1726 hours, as the officer read from an agency-prepared Field Sobriety Task Performance Report. During the Horizontal Gaze Nystagmus test, the operator had to be reminded three times to hold his head still while the officer observed his eyes, where six clues were noted. The body cam recorded these observations as well as the Finger-to-Nose task, where thirteen clues were observed. During the Palm Pat task, the operator had to be read the instructions twice, as seen on the body cam. One specific clue, "Other Improper Pat," was noted, with the operator failing to perform the task as demonstrated, moving his hand incorrectly. Four clues were observed in this task. In the Hand Coordination task, the police had to give directions three times, and the body cam footage showed the operator was only able to recall one out of four tasks. He could not complete tasks two through four, with six clues noted. After completing the tasks, the police instructed the operator to stand and place his hands behind his back. He complied, and two sets of handcuffs were used to secure him, with both sets double-locked. The operator was informed of his arrest for operating a vessel while impaired. A life jacket was secured to him, and he was transported to Riverhaven Marina, where he was transferred to a patrol vehicle for transport to the Citrus County Detention Center. All actions were captured on the officer’s body cam. The operator was charged with violating state statutes related to boating under the influence and refusing to submit to a breath test. He was also given a warning for violating the Manatee Idle Speed Zone and issued a safety sticker for the vessel inspection. Another police officer assisted at the scene and identified the seven other occupants, to whom the vessel was released. No further police action was taken.
