Kenya’s 2014 debut Eurobond raised $2 billion through 5-year and 10-year tranches. At the time, the Treasury said the money would go to budget support and repayment of a $600 million syndicated loan. That bond later became one of the most disputed public-finance stories in Kenya. In this episode, Willis Otieno joins us to examine the Eurobond saga, the claims that part of the money could not be properly traced, and the wider political questions that followed. In 2015, the government publicly rejected claims that KSh 140 billion had gone missing and said the funds had been transferred to ministries. That same year, the Director of Public Prosecutions asked investigators to file a report on possible irregularities in the spending of the Eurobond proceeds. The debate did not end there. In 2016, the DPP said he had found no evidence to support allegations of misappropriation of the Eurobond funds. But the issue has remained part of Kenya’s public argument about debt, accountability, state transparency, and the handling of sovereign borrowing.
