In 1767, Britain tried again. After the failure of the Stamp Act, Parliament introduced the Townshend Acts — new duties on glass, paper, paint, lead, and tea. This time, the strategy was different. The taxes were placed on imports. Revenue would fund royal governors directly. Customs enforcement tightened. The goal was clear: assert authority without repeating the shock of 1765.
