BELGIUM: FRANCOIS TSHIPAMBA MPUILA UDPS BENELUX PRESS CONFERENCE

(27 Jun 1997) French/Nat The leaders of Congo's opposition in exile on Friday called on the international community to isolate Laurent Kabila's new government. At a press conference in Brussels, a spokesman accused the government in the country formally known as Zaire of being a "dictatorial regime". The call came one day after the 10-hour detention of opposition leader Etienne Tshisekedi in the Congolese capital, Kinshasa. Etienne Tshisekedi was released from custody on Friday after a 10-hour detention, during which he said police ordered him to abandon politics and muzzle the media. At a Brussels press conference, senior members of Tshisekedi's Union for Democracy and Social Progress issued a warning to the international community. They claimed the government of Laurent Kabila was more dictatorial than the government of Zairian dictator Mobutu Sese Seko, who was deposed last month. SOUNDBITE: (French) "The UDPS insists that in the light of the recent events a tougher dictatorship has been installed in our country. The latest event (arrest of Tshisekedi) will convince the most optimistic, the most naive people who said we had to give more time to Kabila without seeing that even already the starting point (of Kabila) was doubtful. And that this man (Kabila) was busy installing consolidating a new dictatorship. Currently we think this is clear to everybody. There is a dictatorship. The second lesson we can draw is to call upon the international community to isolate the dictatorial regime that has been installed in our country." SUPER CAPTION: Francois Tshipamba Mpuila, UDPS Benelux He claimed not only the rights of Tshisekedi, but the rights of all people in the country were being violated. SOUNDBITE: (French) "Public freedoms have been postponed. The fundamental people's rights are being violated. There is general insecurity throughout the country." SUPER CAPTION: Francois Tshipamba Mpuila, UDPS Benelux He also warned that rank and file members of the opposition were calling for military action to topple the Kabila regime. SOUNDBITE: (French) "Many of our members push the political direction of the UDPS to opt, besides the diplomatic and political way, to opt also for a military solution seeing what the AFDL did to our country." SUPER CAPTION: Francois Tshipamba Mpuila, UDPS Benelux President Kabila banned all political activity when he took power, but promised elections within two years.
