Statnett lawyer: The Infrastructure Instrument & Regulatory Challenges. Astrid S. Brunt at ETC2023

At the NTNU Energy Transition Conference 2023, the General Counsel of European and international affairs in Statnett, Astrid Skjønborg Brunt, talked about how the energy situation in the European energy market have led t instability in both security of supply and prices. While digitalization helps deliver integration and transformation, the legal and regulatory perspective is massive and hard to keep oversight of, with large packages on electricity, climate, and digitalization. The offshore wind system being planned in Norway needs to be coupled to the grid on land, but the grid infrastructure is currently insufficient for the necessary flexibility to accommodate the system's intermittent electricity supply. The infrastructure challenge is real, international, and needs acceptance and regulations to facilitate efficient development. However, complex regulations may slow down progress, and the current legislation packages are tough for Europe to deal with.
