Bronislav Kaminski was born on 16 June 1899 in the Vitebsk Governorate, then part of the Russian Empire. The Second World War started on 1 September 1939 when Germany invaded Poland.Poland found itself fighting a two front war when it was invaded by the Soviet Union from the east on 17 September. Warsaw officially surrendered to the Germans on 28 September and one day later in accordance with the secret protocol of their non-aggression pact, Germany, and the Soviet Union partitioned Poland. Less than 2 years later on Sunday, 22 June 1941, Nazi Germany invaded the Soviet Union.The same year Kaminski was released from prison and settled in the Bryansk region, where he began working as an engineer at a local distillery.Several months after the invasion, German forces reached the area around the township of Lokot near Bryansk, capturing the city on 6 October. As the German occupation expanded, Kaminski and his friend Konstantin Voskoboinik — a local teacher—approached the German military authorities with an offer to assist in setting up a civilian administration and local militia. The Germans approved, and Voskoboinik was appointed mayor of Lokot, while Kaminski became his deputy. By early 1942, Bronislav Kaminski had become the de facto ruler of the Lokot Republic—a home to around half a million people. With growing German trust, Kaminski was granted increasing authority. His representative at the headquarters of the German Second Panzer Army pledged that Kaminski’s militia was ready to fight partisans and lead propaganda efforts against “Jewish Bolshevism.” German commanders responded by formally appointing Kaminski as Major of the Army Rear Area 532, around Lokot.
