JACKSON COUNTY — A woman was arrested on multiple charges after Arkansas State Police say she refused to stop during a low-speed pursuit that ended with a tactical vehicle intervention on Interstate 57. According to a report from Trooper Grayson Russell, the incident began around 10:56 a.m. on Oct. 24 as he was patrolling State Highway 367 near the intersection of Highway 18. Russell said he saw a small passenger vehicle fail to stop at a red light before making a right turn. The vehicle, displaying South Carolina license plate TSC454, was driven by Debbie Walling. Russell initiated a traffic stop, activating his emergency lights and siren as the vehicle continued east on Highway 18 at about 25 miles per hour toward Interstate 57. Walling then turned onto the southbound on-ramp at the 85-mile marker and entered the interstate, accelerating to about 55 mph. The trooper reported that he drove alongside Walling’s vehicle in an attempt to get her attention, but she “looked right into an open field,” ignoring his commands to pull over. Russell then notified Troop B dispatch that he was in pursuit. Near the 84-mile marker, Russell performed a tactical vehicle intervention, striking the passenger-side rear fender. The vehicle rotated, left the roadway, and overturned onto its driver’s side before coming to rest upright in a westside ditch. Russell said Walling initially ignored commands and rolled up her window. She then tried driving a short distance in the ditch before stopping again, throwing her hands in the air and yelling. When Trooper Richardson arrived, both troopers attempted to speak with her. Walling, who had been responsive moments earlier, then closed her eyes and stopped answering questions, including whether she needed medical care. Newport Fire Department EMS transported her to Newport Unity Health Medical Center, where she was later discharged with no medical issues. Walling was taken to the Jackson County jail and booked. She faces charges of fleeing by vehicle, no seat belt, and failure to stop at a red light. All suspects are innocent until proven guilty.
