About the Speaker: Frans van Daele served as Chief of Staff to the President of the European Council, Herman Van Rompuy, from the creation of the role of permanent President in November 2009 until November 2012. He previously held a range of high-level posts in the Belgian Foreign Service, as Chief of Staff to the Foreign Minister, Ambassador to the USA, and Permanent Representative to the EU and to NATO.
