On September 11th, 2025, at approximately 11:07 p.m., I, Trp. John Bucher # 27, was sitting stationary on the right shoulder of Interstate 30 eastbound at the 142-mile marker. I observed a silver Ford Taurus displaying AR BFL09T traveling at a high rate of speed. I activated my rear radar and observed a speed of 80 miles per hour in a 60 mile per hour zone. I got behind the vehicle and activated my emergency lights to initiate a traffic stop. The vehicle came to a stop at the 152A-mile marker exit ramp of Interstate 40 westbound. Upon my initial approach, I came into contact with the driver (later identified as ARCHIE FLEMONS). When I asked Mr. Flemons for his driver’s license and insurance, he stated that he did not have them with him and that he had left them at home. I then retrieved my notepad to have Mr. Flemons write down his name. While attempting to write down his name, Mr. Flemons seemed very nervous, and I observed that his hands were shaking. I could not read what he wrote down and asked me to tell me his name. I went back to my vehicle to do an ACIC/NCIC check and confirm if Mr. Flemons had a valid driver's license. After I got into my vehicle and began to run Mr. Flemons' information, I observed the vehicle pulling away and accelerating from the traffic stop. It was apparent to me that Mr. Flemons was fleeing. I activated my emergency siren and notified Arkansas State Police Troop A dispatch that I was in pursuit. Mr. Flemons turned left onto 33rd Street and then made another left turn onto Percy Machin Drive, and while doing so, drove through the one-way traffic lane. Mr. Flemons reached speeds up to approximately 75 miles per hour in a 35 mile per hour zone. Mr. Flemons attempted to turn left onto the I-40 eastbound on ramp but lost control of his vehicle and crashed. Trp. Ronald Grace arrived on scene shortly after Mr. Flemons crashed. I ordered Mr. Flemons to get out of the vehicle and to get on the ground. Mr. Flemons started to comply, then attempted to flee on foot. I ran over and grabbed Mr. Flemons to prevent him from fleeing further. Mr. Flemons used his arms and hands to push myself and Trp. Grace away while continuing to try to flee on foot. During this, I suffered a minor injury to my right forearm. Mr. Flemons ran southwest across Percy Machin Dr and Trp. Grace utilized his taser to prevent him from fleeing further. Mr. Flemons was struck by a taser probe on the upper left back area and the lower right back area. The taser probes had a good connection, and Mr. Flemons fell forward on the asphalt, causing injury to his nose and mouth area. Trp. Grace ordered Mr. Flemons to stop moving and put his hands behind his back. Mr. Flemons failed to do so and tried to get up and flee again. Trp. Grace tased Mr. Flemons again and ordered him to stop moving and put his hands behind his back. Trp. Grace warned Mr. Flemons that he would be tased again if he tried to flee. Mr. Flemons failed to comply and attempted to get up and flee. Trp. Graced tased Mr. Flemons again and ordered Mr. Flemons to stop moving and place his hands behind his back. I was able to take Mr. Flemons into custody without further incident. An ambulance was called to treat Mr. Flemons, and he was transported to the UAMS Medical Center by MEMS. Mr. Flemons was medically cleared, and I transported him to the Pulaski County detention center, where he was booked in on the following: 5-54-125(d)(2) FLEEING-VEHICLE OR CONVEYANCE-EXCEEDING THE SPEED LIMIT 5-54-125(c) FLEEING-ON FOOT 5-13-203 BATTERY-3RD DEGREE X2 5-54-103(a) RESISTING ARREST 27-51-201 SPEEDING-MORE THAN 15 MPH OVER THE LIMIT 27-16-303 DRIVING ON SUSPENDED LICENSE 27-50-308(b)(1)(B) RECKLESS DRIVING-1ST 27-22-104 NO LIABILITY INSURANCE
