Rumours abound that the flagship building has been built upside-down, rumours that appear to be substantiated by a handful of photographs smuggled out from inside the library, and testimony from the librarian. Who is to blame? The contractors? The architect? The Council? Or perhaps a flaw in the design of the photolitho-reproduction machine?
