Additional resources were requested as Flores was ordered to exit the vehicle and drop the weapon; however, he refused to follow commands, raised the rifle, and an Officer-Involved Shooting (OIS) occurred. Following the OIS, Flores remained non-compliant and refused to exit the vehicle. Metropolitan Division Special Weapons and Tactics (SWAT) was requested to assist with the incident. After unsuccessful attempts to gain compliance, SWAT officers, along with a Tactical Emergency Medical Support Unit (TEMS) from the Los Angeles Fire Department (LAFD), approached the vehicle.
