The Southwest Transportation Planning Region (SWTPR) met on Thursday, December 11, 2025 (hybrid from CDOT’s Durango training room) to cover regional planning updates, approve the Southwest Regional Transit Plan, discuss the Transportation Alternatives Program (TAP) scoring committee process, review the 10 Year Plan timeline, and hear CDOT Region 5 updates on construction, maintenance, and grants. In this meeting Adoption of the Southwest Regional Transit Plan (Oct 2025 refresh). The plan frames transit and human services coordination in Archuleta, Dolores, La Plata, Montezuma, and San Juan counties, including portions of the Southern Ute and Ute Mountain Ute reservations, and will be used to prioritize transit investments and support CDOT/FTA planning requirements. Regional transit vision and goals. The plan’s vision emphasizes a balanced system that preserves rural character and quality of life, supported by goals around safety, accessibility, technology, partnerships, and maximizing existing assets. Public engagement highlights. CDOT’s statewide outreach included regional telephone town halls (50,000+ participants) and an online survey (3,400+ respondents across all 64 counties). TAP update and scoring committee discussion. The committee role, ethics expectations, and time commitment were reviewed, including confidentiality and conflict of interest requirements. CDOT project updates (Region 5). Updates included the US 160 Pagosa reconstruction schedule (started March 2025, anticipated completion fall 2026) and the US 160 signal replacements at Mildred & Harrison in Cortez (awarded to Morton Electric, construction planned spring 2026), plus additional regional projects. Shak/TPR: Email the full TPR group to solicit volunteers for the TAP scoring review committee for the fall 2026 cycle. Shak/TPR: Draft proposed bylaw amendment language to move SWTPR meetings to quarterly (with the option to increase frequency during planning cycles) and place on the February agenda for a vote and officer elections. City of Durango: Coordinate with CDOT on a February re kickoff for Camino Crossing, and pursue letters of support for the BUILD grant application. Commissioner Candelaria: Follow up with CDOT on finalizing and returning the access permit for the SH 184 County Road 25 project. CDOT: Continue coordinating with agencies on ARPA and HB 1466 funded projects to ensure funds are spent by required deadlines.
