(24 Feb 1995) Spanish/Nat Argentina's President Carlos Menem made history Friday when he became the first South American president to visit South Africa. He told President Nelson Mandela that he would continue supporting trade, business and cultural exchange programmes between the two countries. Since Nelson Mandela won South Africa's first all-race elections last April, foreign countries have returned with aid and investment. Now visits by foreign leaders are becoming routine. Argentina is South Africa's second-largest trading partner in Latin America. Menem's two-day visit is intended to strengthen ties between the two countries, especially in the field of trade. Buenos Aires established diplomatic relations with South Africa in 1947, but severed ties in 1986 in protest over apartheid. Diplomatic relations were re-established in 1991 and contact in the fields of science, technology, mining, agriculture, tourism and sports has increased since then. The first day of Menem's visit was mainly taken up with official ceremonies. Mandela presented Menem with the highest award South Africa can give to foreigners - the Order of Good Hope Grand Cross. The Argentine leader received the award for his contribution in the promotion of friendship between the people of the two countries. Fir his part, Menem gave Mandela Argentina's highest decoration - the Libertador General San Martin. At a press conference, the Argentine leader stressed the importance of good relations between his country and South Africa. SOUNDBITE: (Spanish - suggested translation) "In a democracy and in the framework of democracy that exists in South Africa and Argentina, the aim of my visit here is to strengthen and expand the links that bring out two countries together. And of course it is within this framework that we will want to walk this road (of democracy) together. Argentina is trying to transform itself to bring about change in very little time. SUPER CAPTION: Carlos Menem - Argentine president For the Argentine leader, the visit was also an opportunity to publicise issues of importance to his country. SOUNDBITE: (Spanish - suggested translation) "We have always maintained and will still maintain that those islands (the Falklands) are the Malvinas. They have been occupied by the British Empire since 1833 and as from then on we have always insisted and maintained that those islands are part of our territory."
