(9 Dec 1999) English/Nat NATO's supreme commander, U-S General Wesley Clark, has warned Yugoslav President Slobodan Milosevic not to interfere with the internal affairs of Montenegro. Clark's warning came a day after federal troops loyal to Milosevic seized part of Montenegro's main airport and cancelled all civilian flights. General Clark was briefing reporters on the situation in Kosovo where international troops are shoring up an uneasy peace. But most interest was focussed on Montenegro, another Yugoslav province currently being bullied by its powerful neighbour Serbia. On Wednesday, Yugoslav troops were involved in a tense stand-off at Montenegro's main airport. Clark said Serbia has been warned to keep its hands off the republic. SOUNDBITE: (English) We know that there are pressures and intimidations come from Serbia and Mr Milosevic. We are watching this very closely. It's been made very clear to Mr Milosevic that he should not and must not interfere in the Montenegran processes. SUPER CAPTION: Wesley Clark, NATO supreme commander NATO's top general said a pattern of harassment of Montenegro by the Milosevic regime was emerging. Such conduct raises fears of another Bosnia or Kosovo-style eruption in the region. Clark refused to say whether NATO had drawn up any contingency plans to prevent such a scenario. SOUNDBITE: (English) Well, we're seeing a whole series of low level but worrisome developments as we watch the pattern of Serb activities in this area. We don't pretend to know what Mr Milosevic's final intent is but we are certainly watching this very closely and it is a worrisome pattern of activities, as I say. Now, it's not possible, and I'm not going to speculate on hypothetical military operations, nor will I discuss any planning that may or may not have been done. SUPER CAPTION: Wesley Clark, NATO supreme commander Clark said he had no idea what President Milosevic was trying to achieve by increasing the pressure on Montenegro. But he said Wednesday's incident has certainly alarmed the West. SOUNDBITE: (English) It's certainly sent a message. How it's ultimately resolved will be a matter of some interactions that we probably can't see from here. But I think the incident itself is indicative of the tensions and the potential instability in that region. SUPER CAPTION: Wesley Clark, NATO supreme commander Milosevic's bullying of ethnic minorities in the former Yugoslavia has already led to bloodshed on a scale not seen by Europe since the Second World War. NATO clearly hopes that by making plain its resolution to act, the Yugoslav leader will think twice before dragging his people into yet another war.
