Why isn’t Toronto building more housing?

With construction of new homes stalled, developers and the City of Toronto are divided over how to best boost housing supply. CBC’s Shannon Martin explains. Clarification: Gord Perks, the chair of the city's housing and planning committee, spoke in this video about development charges increasing by not much more than inflation over the past decade or two. After CBC Toronto requested further clarification, Perks confirmed he uses a specific inflation indicator – the non-residential building construction price index (NRBCPI). He wasn't using the consumer price index, what is most commonly used to define inflation. The City of Toronto confirmed in a statement that it “uses the Statistics Canada Non-res Building Construction Price Index, as required by provincial legislation. This index more accurately reflects changes in construction costs for the capital projects that development charges fund, than the consumer price index.” Perks also said he was referencing development charges among several housing types, including multiplexes, rental, condos, single homes, semis and affordable housing.
