In short when stuck in a boot loop, write the SteamOS recovery image to a memory stick, boot your steam deck from the memory stick by powering on and holding volume up, select boot devices and your memory stick. Once in Live Distro open up a partition manager (easiest option0 then right click on your main user partition, select check/repair then click apply. Once it's complete you should be good to go. My game data was likely deleted when I told the recovery image to try to recover/reinstall steam OS while keeping data, unfortunately this didn't help as I hoped it would and my original thought of needing to repair the user partition did the trick... would have saved a lot of time.
