On 28 October 2025, the Portuguese government approved the new Citizenship Law. Additionally, new updated Portugal Citizenship Law will require: A2 Portuguese level Civic knowledge test Declaration of democratic values Clean criminal record (2 years) Proof of income/self-support No UN or EU sanctions However, the legislative process for the Portuguese citizenship law update is not complete. The law will be sent to the president, who then has up to 20 days to choose one of three things: Approve it (make it official), Reject it and send it back to Parliament with reasons, or Ask the Constitutional Court to check if the law follows the Constitution. If the President sends it to the Constitutional Court, the Court has 25 days to decide whether the law is constitutional or not. So, what should you expect as a Portugal Golden Visa investor? Your residency rights stay the same. You can still renew, travel, and bring family. Only the citizenship rules are changing. The new citizenship timeline depends on when you applied and got your first residence card. If your application was submitted and complete before the new law, you will stay under the 5-year rule. If you apply after the new law, you will follow a 10-year rule. If you haven’t applied yet, you must have lived in Portugal for 10 years before applying.
