I used a cheat to make the ATC tower by building the 5 default levels, then adding flooring on each level EXCEPT the ground floor! opening the cheat window (Ctrl+Shift+C) and typed in 'constrainfloorelevation false'. Then get the raise terrain tool and... raising the terrain inside the building for as high as you wish. Go to the 5th level, grab the level terrain tool and drag it from the raised part of the building to the 5th floor, lots of levels will appear however it is still technically the 5th floor :)
