This one's more complicated than the Shoreside one due to the AA area, Belleville Park, being in the middle of the island instead of at a corner like Wichita Gardens, and the two dumpsters in this area being located far from each other. The solution was picking up this Newport one first, then pick up the one near the park itself, then go to the Night of The Livid Dreads alleyway one before the rampage ends, and leave the one near Bike Salesman last. Thankfully, mission cleanup doesn't matter once you pick up all the dumpsters, so it's safe to pick that one up last and teleport to Ma.
