The Geopolitics of Emerging Technologies – A Conversation with Colin Kahl - A Geneva Security Debate 24 September 2025 Emerging technologies are both the object and driver of current geopolitical competition. States perceive technological advancement as central for political influence, military superiority, and economic resilience. Accordingly, states resort to various tools for fostering their technological edge and related capacities. Measures include vast financial investments, technology-specific regulations, export controls, and cooperation with international partners. These dynamics may significantly shape the future global order. Yet, what are the exact stakes and drivers of the geopolitics of emerging technologies? Where are the fault-lines in this global competition with and over technology? What are intrinsic dilemmas for policymakers? What are the implications for states and societies? What consequences follow for the governance of emerging technologies and international cooperation? This Geneva Security Debate will shed light on these and other most timely questions. This conversation is jointly organized with the Geneva Science and Diplomacy Anticipator (GESDA). Opening speaker Prof. Dr. Marilyne Andersen, Director General of the Geneva Science and Diplomacy Anticipator (GESDA) and Full Professor at EPFL.
