An Intuitive Guide to the Capabilities That Turn Systems Into Agents There is a difference between a thermostat and a jazz musician. Both respond to their environment. Both adjust their behavior based on feedback. Both, in some loose sense, "act." But nobody mistakes one for the other. The question is: what, structurally, accounts for the difference? And more importantly — what are the specific capacities that make any agent, from a bacterium to a civilization, actually effective at being an agent? This essay explores twenty-four such capabilities, organized into five families. But rather than marching through a specification, we will build the picture from the ground up, starting with the most surprising claim: that the foundation of all effective agency is not action at all, but something closer to perception — the capacity to be touched by reality before you do anything about it.
