STORYLINE: President George Bush says the US will pull out of the Anti-Ballistic Missile treaty with Russia. The President said the move was needed so America could develop and deploy new missile defence technology against terror threats. At the White House on Thursday, President Bush said the US was exercising a legal right to withdraw from the treaty signed with the then-Soviet Union in 1972. The decision clears the way for US plans to create an technological "shield" to prevent missile attacks on America. President Bush said the recent terrorist attacks underscores the need for such a defence. The announcement seems to mark an end to so-far unsuccessful attempts to negotiate a compromise with Russia over the treaty. Russian Prime Minister Mikhail Kasyanov said the decision was "regrettable" because it undermined global strategic balances. Critics of the move say it could also challenge potential enemies to develop better missiles to pierce US defences.
