It is submitted to the service provider after the DMCA takedown notice has been received and after the purportedly infringing content has been removed. Two things I forgot to mention in the video: 1. If you can't find your song link due to it being taken down, try googling the name of the song with your artist name and adding Spotify to the search. So for me I'd google "Nicolas Soul QLC Spotify". 2. Make sure to only do a counter notice if you content was WRONGFULLY removed and/or you have the rights to the song.
