Honda Rancher, New task: get a Step thru Ebike up the logging road

I need a Step thru Ebike to ride up the logging road the ebikes I have now are "legal" National park and public trails. My flurry ST is good for that purpose [here in the USA] What I'm hoping to find is an affordable ST ebike that can go on a road where a loaded truck has gone. a step thru ebike that fits me. There are emoto that can go there, but I still want something that can be pedaled home if it runs out of juice. and I can buy a new dirt bike that might not be quiet, But I know it can go off road & up trails. Steep grades won't hold them back. And under 2k - an ebike is quieter. Comment. . post your thoughts tell me or send me what you want me to try.
