The experience of using assault guns in Stalingrad showed that the 150-mm gun based on the Pz.Kpfw.IV was not always sufficient to destroy powerful fortifications, and that a vehicle based on a heavy tank chassis was required. In May 1943, Alkett proposed the concept of an assault mortar based on the heavy tank Pz.Kpfw.Tiger Ausf.E, armed with a 380-mm 38cm Raketenwerfer 61 naval rocket launcher. The first prototype was manufactured in the fall of 1943 and was designated 38cm RW61 auf Sturmmörser. Compared to the original tank, the self-propelled gun's combat weight increased by several tons. A total of 18 vehicles, unofficially known as Sturmtiger, were produced. These vehicles were based on tank chassis that had been delivered for repairs, resulting in slight variations among the units. Additionally, the vehicles were continuously modified. The completed self-propelled guns were organized into companies (batteries) of assault mortars.
