Use an audio spectrum analyzer to monitor, record /document and potentially report loud noises / sounds in your apartment building, condo, or neighborhood. Loud "thumping" on the floor will register through the walls and floor as low frequency (Hz) whereas arguing, shouting, yelling will also be detected, on a higher frequency. If levels are +50 decibels (dB), that's the volume of a close-range conversation. If you're hearing that volume through your floors and walls, especially after 10 pm, which is usually "quiet time" as indicted by local laws, apartment lease conditions and condo association by-laws, then you've got a good case. Gather evidence and document the noise by video recording the activity on audio spectrum app. Be sure to get time stamp from your phone screen in the video recording to better document your case.
