However, Russia is already engaged in a shadow war against the democratic world, using assassinations, election interference, and sabotage to destabilize NATO and undermine the security and values of the transatlantic alliance. The escalation of these actions is particularly alarming, with Kremlin-directed operations targeting critical energy infrastructure and defense industries across NATO countries. In addition, Russia has shown a growing willingness to engage in military provocations within NATO borders, including violations of airspace and aggressive exercises near Estonia. The Russian government is operating on a war footing and is not structured for good faith diplomatic engagement. The following witnesses testified: •Mr. Erkki Tori, National Security Advisor to the Prime Minister of Estonia — Mr Erkki Tori is Director of National Security and Defence Bureau at the Government Office of Estonia since August 2022. The Director of the National Security and Defence Bureau is the main security and defence advisor to the Prime Minister of Estonia. Prior to being appointed Director of the National Security and Defence Bureau, Mr Tori worked at the Government Office since 2017 as national security policy advisor and advisor to the Secretary of State. Between 2014 and 2017, Mr Tori worked at the Estonian Permanent Representation to NATO as Senior Defence Policy advisor. He has also worked at the Ministry of Defence as Director of policy planning. •Dr. Benjamin L. Schmitt, Senior Fellow, Department of Physics and Astronomy and Kleinman Center for Energy Policy, University of Pennsylvania — Benjamin L. Schmitt is a senior fellow at the University of Pennsylvania, where he holds a joint academic appointment between the Department of Physics and Astronomy and the Kleinman Center for Energy Policy. In his roles at Penn, he pursues research and teaching related to European energy security, transatlantic national security, export control policies, and modern sanctions regimes as well as project development and field deployment of Simons Observatory. Schmitt is a fellow of Duke’s Rethinking Diplomacy Program and a senior fellow for Democratic Resilience at the Center for European Policy Analysis (CEPA), where he focuses on transatlantic energy and national security analysis, as well as emerging space security challenges to the transatlantic community. Previously, Schmitt served as European energy security advisor at the U.S. Department of State, where he advanced diplomatic engagement vital to the energy and national security interests of the transatlantic community, with a focus on supporting the resilience of NATO’s eastern flank and Ukraine in the face of Russian malign energy activities. •Mr. Michael Weiss, Investigative Journalist & Author — Michael Weiss is an investigative journalist focusing on the Middle East and Russia. He has covered the wars in Syria and Ukraine and published widely on Russian espionage and disinformation. His first book, ISIS: Inside the Army of Terror, was a New York Times Best Seller and named one of the Top Ten Books on Terrorism by the Wall Street Journal as well as one of the Best Books of 2015 by The Times of London. It has been translated into seventeen foreign languages. He is a regular guest on CNN, MSNBC, the BBC and Real Time with Bill Maher. He writes a column for The Daily Beast and serves as Consulting Executive Editor for Coda.Story.
