Acting on a petition filed by a transgender individual, the Commission has advised the state to recognize the third gender as a distinct category, similar to male and female, in all recruitment processes. The key recommendation is to provide at least 1% horizontal reservation for transgender candidates across all government job categories. The Commission has directed all recruiting bodies, including the Odisha Public Service Commission (OPSC), to implement this measure.
