I got you! The Amazoness Quartet are villains from a later season of Sailor Moon -- their names are CereCere, VesVes, JunJun, and PallaPalla, and they were employed by Queen Nehellenia to serve the Dead Moon. They're silly circus performers who used to live in a jungle. One night, they discovered the mirror into which Queen Nehellenia had been sealed. She spoke to them through the mirror, telling them that their laughter had awakened her. She then said that she would allow them to stay young forever, and provided them with four magical Amazon Stones, granting them magical powers. They joined the Dead Moon Circus and spent a great deal of time fighting the Sailor Scouts. Much, much later, after Nehellenia was sealed away and the circus was destroyed, the four girls left to supposedly live as normal girls. We made these costumes entirely ourselves!
