Building a Digital Underground Baseline: From as-builts and as-guessed to more informed decisions Agencies inherit inconsistent maps and undocumented utility changes that undermine confidence during planning and construction. Without a clear understanding of underground conditions, risk increases and coordination becomes reactive rather than proactive. Start with what you have - and understand what you don't. This session introduces foundational concepts behind utility mapping and underground data confidence. It explores how agencies assess existing records, identify gaps, and prioritize additional information where risk and impact are highest. Participants will learn how records, field observations, and utility owner inputs are commonly organized using GIS and shared data environments to support coordination, versioning, and decision-making over time.
