The idea behind Manhattan’s Felony Alternative-to-Incarceration (ATI) Court is simple: what if the justice system could help people address the core life issues that led to an arrest in order to prevent it from happening again? For Jessie, who was referred to us while in custody on Rikers Island, this meant an opportunity to get substance use and mental health treatment, go to support groups, find a meaningful job, and get his own apartment. Many alternatives to incarceration programs help address the underlying problems that bring people into court, providing supportive services and helping resolve a criminal case. What makes this Manhattan program unique is its broad scope of eligibility, including people facing charges involving violence who present with more complex needs. With 274 graduates, this trailblazing approach has prevented nearly 400 collective years of incarceration (as of Jan 2025). Our Manhattan Justice Opportunities program partners with the ATI Court, as well as local prosecutors, defense attorneys, and community-based service providers to design individualized treatment plans to end the cycle of harm, reduce recidivism, and achieve lasting public safety and community wellness.
