During a congressional hearing on violent crime in Charlotte, North Carolina, Stephen Federico spoke about the murder of his 22-year-old daughter, Logan Haley Federico, who was killed in a random home invasion in Columbia, South Carolina, in May 2025 . The hearing also focused on the recent murder of Ukrainian refugee Iryna Zarutska, who was stabbed on a Charlotte train by a repeat offender in August 2025.  Logan Haley Federico's murder The victim: Logan Haley Federico, originally from Waxhaw, North Carolina, was a college student visiting friends in Columbia, South Carolina, at the time of her death. The crime: In May 2025, 30-year-old Alexander Devonte Dickey allegedly broke into a rental home and fatally shot Federico during a burglary spree. Repeat offender: Federico's father pointed out that Dickey had an extensive criminal history, with nearly 40 arrests and numerous felony charges. Dickey had been released from jail shortly before the killing. Father's testimony: At the hearing, Stephen Federico gave a moving and graphic account of his daughter's death, emphasizing that the criminal justice system failed to protect her. He is now advocating for federal prosecutors to take the case and expose systemic flaws that allowed a repeat offender to remain free.  Iryna Zarutska's murder The victim: Iryna Zarutska, a 23-year-old Ukrainian refugee, had fled the war in Ukraine and settled in Charlotte. The crime: In an unprovoked attack on August 22, 2025, Zarutska was fatally stabbed while riding a Lynx Blue Line light rail train. The suspect: The accused, 34-year-old Decarlos Brown Jr., had been arrested over a dozen times before the murder. He had been released by a magistrate on a misdemeanor charge without any bond earlier in 2025. Repeat offender and mental health: Brown, who was reportedly diagnosed with schizophrenia, has a long criminal record, including convictions for robbery with a dangerous weapon. His sister told media that he believed the victim was reading his mind. Prior attempts to have him involuntarily committed reportedly failed. Political response: The public outrage following Zarutska's death has prompted swift legislative action. "Iryna's Law," which tightens restrictions on bail for violent offenders, was passed by the North Carolina state legislature in late September 2025. The case has become a focal point in the debate over "catch-and-release" justice practices.  Broader issues and the hearing The hearing, hosted by the House Judiciary Subcommittee on Oversight, featured families of violent-crime victims from North and South Carolina. The event highlighted issues of repeat offenders being released back into the community, failures within the criminal justice and mental health systems, and the need for stricter criminal justice policies. The victims' families pleaded for accountability and tougher laws to prevent similar tragedies.
