인도 태평양 질서 변화 속 한-필리핀 경제 안보 협력 확대 Welcome to Within The Frame, where we bring the most pressing issues across the globe into focus. I'm Kim Mok-yeon. Earlier this month, during his state visit to the Philippines, President Lee Jae Myung said Korea and the Philippines could become key partners in navigating geopolitical uncertainty and intensifying global technology competition. As geopolitical tensions reshape the Indo-Pacific, economic and security issues are becoming increasingly intertwined, from supply chains and technology to maritime security. For middle powers like Korea and the Philippines, these shifts are creating both risks and opportunities. The two countries have been expanding cooperation in trade, investment, and defense, with the Korea–Philippines Free Trade Agreement, which took effect in December 2024, adding new momentum to economic ties. To help us break down these developments, we’re joined by Professor Victor Andres “Dindo” Manhit, the founder and president of the Stratbase Institute for Strategic and International Studies, a Manila-based policy think tank. A big welcome. 1. First, let me start with the broader regional picture. In the Indo-Pacific, economic issues and security concerns are becoming increasingly interconnected. From your perspective, what is driving this growing link between the two? 2. Given that backdrop, what role can countries like Korea and the Philippines play as middle powers when it comes to maintaining regional stability and order? 3. And speaking of cooperation between the two countries, as we saw during President Lee Jae Myung’s visit earlier this month, Korea and the Philippines are expanding collaboration across many sectors. In the context of shifting geopolitics in the Indo-Pacific, what strategic meaning does this deeper cooperation carry? 4. Let’s also talk about the broader economic landscape. Global supply chains are being reshaped right now. How are factors like U.S.–China competition, technological rivalry, and geopolitical risks driving structural changes in supply chains across Asia? 5. In that changing environment, how can Korea and the Philippines work together to strengthen supply chain stability? And which key sectors do you think offer the greatest potential for deeper cooperation? 6. Now, turning more specifically to economic and industrial cooperation between the two countries. The Korea–Philippines FTA, which took effect in December 2024, has become a major foundation for bilateral economic ties. What kind of real, tangible impact has this agreement had so far on both economies? 7. Another area where cooperation is expanding quickly is defense. Korea is now the Philippines’ largest arms supplier. How would you evaluate the current level of defense industry cooperation between the two countries? And what direction should this partnership take to become more long term and sustainable? 8. At the same time, many global companies are diversifying their supply chains and looking for new production bases. Korean investments in the Philippines are also increasing, including projects by HD Hyundai Heavy Industries. What advantages does the Philippines offer as an alternative production base or investment destination for Korean companies? 9. Finally, looking ahead, the Philippine government has been pushing a number of policies to attract foreign investment and strengthen industrial competitiveness. To further expand cooperation with Korean companies, what policy efforts or institutional improvements is the government focusing on?
