The head of the Azersu's Commercial Department, Khanver Abasov, said that water supply problems in Baku villages will be fully resolved after the completion of the 2011-2013 state-run socio-economic development program in the Baku suburbs. Abasov spoke at a roundtable organized by Transparent Azerbaijan, a public association to fight against corruption. During Friday's discussion, representatives of Azersu and several other state agencies, as well as various experts all noted that some employees of the company contributed to serious shortcomings in the supply of water to large portions of the population. Azersu's Head of Public Relations, Anar Jebrailov noted that the company is taking steps to improve the quality of its services. He said that a national telephone hot line "955" was opened to deal with water issues, new staff undergoes more comprehensive training, a committee to work with water users has been established, infrastructure is being improved, and water meters are being actively installed. Azersu serves more than one million people, but is considered one of the most corrupt and inefficient state companies. Therefore in February 2011, President Aliyev changed the head of the company. The President also wrote off 294.2 million AZN in debts owed to the company by Azerbaijani citizens, helping to relieve tension between the company and the community. Rena Safaralieva, the manager of the Transparent Azerbaijan project, made a number of proposals to improve the work of Azersu. The proposals, which were developed by civil society, included public participation in the adoption of new rules for using water, to use the media to publicize misappropriations of funds and hold the officials responsible liable, to adopt national standards for drinking water, to attract NGO and mass media representatives to work with the committee working with users, and to adopt a code of ethics for employees of Azersu.
