Instructions: Prepare herring: Cut off head and tail, gut, remove bones, rinse under cold water, remove skin, and chop herring. Prepare onion: Chop onion (red onion preferred). Soak chopped onion in cold water with vinegar. Strain the soaked onion in 20 minutes. Prepare vegetables and eggs: Grate cooked potatoes, hard-boiled eggs, and cooked beets. Layering: Layer grated vegetables, eggs, and onion, spreading mayo between each layer. First layer: grated potatoes, mayo, and onion. Second layer: chopped herring, sprinkled with black pepper.
