One of the critical failures of the commission has been its inadequate allocation and utilization of resources, which has severely undermined its capacity to address human rights violations. Despite the existence of a legal framework aimed at safeguarding the rights of citizens, the commission has struggled to effectively monitor abuses and hold perpetrators accountable. This ineffectiveness is starkly illustrated in the context of growing reports of human rights violations, particularly by security forces, which have left vulnerable populations, especially the poor, exposed to abuse without recourse. As President Museveni's nearly four-decade-long rule continues, the rights of many Ugandans remain alarmingly eroded. The UHRC has often been criticized for its lack of independence and failure to challenge the state when human rights abuses occur, particularly during politically sensitive times. Citizens increasingly feel that their complaints and violations are met with indifference, diminishing public trust in the commission’s ability to act on their behalf. Security forces' heavy-handed approach to dissent and civic engagement further exacerbates the situation, leaving marginalized groups without protection or representation. Under such circumstances, the commission's shortcomings not only reflect its internal structural weaknesses but also a broader systemic failure to uphold the rule of law and human dignity in Uganda.
