Peter the Great (1672 – 1725) jerked Russia out of its medieval slumber and kick it into the contemporaneous Western culture, in the process killing off a significant percentage of Russian population - the only part of Russian historical processes wasn't new. This was called Westernization. As a result, a stunning - non-Russian - new capital city arose on the banks of the Neva River, named St. Petersburg, after Peter himself, where the Academy of Art was created in the mid-18th century by Peter's daughter, Elizabeth I of Russia. The arts began to flourish on an exponential scale - it was as if a dam was broken. By the early 19th century, Western Classicism was the order of the Academy. As in the past, foreign architects, sculptors and painters were invited to Russia, and the Academy students went to Italy and France for instruction.
